Intelligible = able to be understood
= able to be given meaning

A set I is intelligible if it can be mapped onto itself, ie its elements have meaning by their interrelationships (interior intelligibility).
Exterior intelligibility = a set I, being a subset of U is intelligible E if elements of I can be mapped to elements of U - I. Technicalities.

The physical realisation of this model is a network of machines operating in parallel, each collecting and processing a subset of the total data stream. Data allocation is a (the?) major concern. How the data are mapped onto the model is part of the model.

What is observable : Anything for which we can a) construct bins b) count bins is observable.
The meaning of the model lies in defining the bins and the expectation of the count.

Because the system is transfinite, every action is a decision, the realisation of one of a finite (infinite, transfinite) set of possibilities.
Can we say that the universe is so big that every possibility is realised somewhere?
So every action is a decision, that is a selection from a set of p[ossibilities. This selection operates at every level of complexity including quantum events and biological evolution.
